About the title
Los Angeles police officer James Carter, having made a serious mistake while arresting a suspect, is transferred to a much less prestigious post in traffic police. Meanwhile, Hong Kong police inspector Lee receives a special assignment: he must guard Chinese ambassador Han, who is heading to Los Angeles to give a speech at a World Criminal Court summit. Han intends to expose the schemes of the Chinese Triad — the most dangerous criminal syndicate in the world — and unmask its criminal bosses. The Triad's representatives, of course, are not sleeping. They send a hitman to Los Angeles who manages to wound the ambassador at the very moment he begins delivering his exposing speech. Lee rushes after the criminal. Meanwhile, Carter, hearing about the attempt on the ambassador's life over police radio, rushes to the crime scene... and, naturally, only gets in Lee's way.
