About the title
Police Major Igor Grom is known throughout St. Petersburg for his tenacious character and uncompromising stance toward criminals of every stripe. Incredible strength, an analytical mind, and incorruptibility all make Major Grom the ideal cop. But everything changes drastically with the appearance of a man in a Plague Doctor mask. Declaring that his city is "sick with the plague of lawlessness," he sets about "treating" it by killing people who once escaped punishment through money and influence. Society is in an uproar. The police are powerless. For the first time, Igor faces an investigation so difficult that the fate of the entire city may depend on its outcome.
