About the title
Batman shows up at Arkham Asylum, where he discovers the Joker has managed to escape custody. This dangerous patient was under observation, but now his role of entertaining the asylum has been handed to someone else — a man playing the clown, unaware of the consequences of what is happening. The Joker is free and intends to show everyone what he is capable of. Those who thought him insane were wrong. The world around has gone mad, and the Joker has his own plans and ways of carrying them out. An amusement park, long out of operation, has been bought for next to nothing by the escapee from the clinic. This is the first step toward his dream. James Gordon becomes the Joker's assistant. Why him specifically? Gordon embodies honor and morality in a Gotham rotten to the core…
