About the title
A relative of the prime minister, who previously ran a kindergarten, is appointed to head the Anti-Terrorism Agency (ABORT). She is determined to boost the agency's media image and justify the state's budget spending. At the agency, Inspector Kostov is coasting toward retirement, but his career hangs by a thread due to the new leadership's demands for a report on effective performance. The inspector invents a special operation called "Yatagan" and names an innocent random guy as the leader of a terrorist cell. All efforts are thrown into developing the case and arresting the "terrorist." The guy is terrified, the inspector doesn't know what to do, and the two of them decide there's nothing better to do than pull the wool over everyone's eyes by staging a double-agent game and uncovering an entire criminal network, requesting an unlimited budget to protect the state. It seemed their deception would never be exposed.
