July 1941. The fascists are pushing toward Kyiv. The situation in the city grows tenser by the day, adding to the workload of Ivan Rokotov, the best investigator of the Kyiv military prosecutor's office. Nikolai Mirsky, deputy chief military prosecutor of the Red Army, unexpectedly arrives from Moscow. He forms a special department within the front's military prosecutor's office, which includes Rokotov and Svetlana Yelagina, a former investigator of the Dnepropetrovsk Criminal Investigation Department. Rokotov and Yelagina will have to investigate especially important cases, operating both on the front line, in the Kyiv fortified region, and in the city itself, where the increasingly active criminal underworld is starting to join forces with German saboteurs infiltrating the city.
