About the title
A detective tracks down a suspect in the murder of children, but ultimately ends up under investigation himself for abuse of authority. Due to a bureaucratic error, the man manages to remain free. The detective turns to the mother of one of the victims and offers to help her finish the investigation and punish the maniac.
