About the title
Seoul is almost completely destroyed by a powerful earthquake, but one residential complex remains unharmed. Crowds of survivors flood this saving island of stability, and the local residents soon decide to get rid of the uninvited guests. They elect a leader and hold a secret vote, as a result of which they expel all non-residents and set up an ideal society with order-keeping squads, medical staff, and scavenging crews.
