In a last desperate attempt to stop a global-scale catastrophe, geneticists carry out an incredible operation to implant the memories and skills of a deceased CIA operative into the body of a dangerous convict, hoping that he will complete the agent's interrupted mission. Bill is deliberately being hunted by the anarchist Xavier Heimdahl. His right-hand woman, Elsa Mueller, tails Bill as he gets into a taxi. Elsa and the other villains intercept the taxi and shoot the driver, then capture Bill. Bill is taken to an abandoned building, where Heimdahl tortures him with electrical wires to make him reveal information about Jan Stroop, also known as the Dutchman, a hacker who created a backdoor allowing Heimdahl to bypass computer codes and infiltrate central governments.
