About the title
The fictional city of Cotas, in the central-western region of Brazil. In these parts, the law of the strong has long prevailed. Money decides everything. The authorities and police are corrupt, and criminals can do whatever they want. Sergeant Sebastian (Rubens Caribé) intends to put an end to the rampant crime in the city. The final straw for the lawman is the death of his own brother, who worked as a truck driver and was killed during a cargo theft. Sebastian declares war on the criminals and everyone who protects them. In Cotas, no one can be trusted. The hero here is whoever shoots faster than the others and doesn't miss.
